- Preheat oven to 350°F (175°C) and line baking sheet.
- Whisk flour, cocoa powder, baking soda, and salt.
- Cream butter and sugars until fluffy. Add egg and vanilla.
- Mix in dry ingredients and milk until combined.
- Fold in chocolate chips.
- Wrap dough around caramel candies and place on baking sheet.
- Bake until edges are set but centers are soft.
Notes
Do not overbake for gooey caramel centers.
