- Preheat oven to 350°F (175°C). Line baking pan with parchment paper.
- Brown butter in saucepan until golden and fragrant. Cool slightly.
- Whisk dry ingredients together in a bowl.

- Combine dry ingredients with wet, alternating with milk.
- Fold in pistachios and spread batter in pan.
